Vinex is a policy of the Dutch Ministry of Housing, Spatial Planning and the Environment (VROM) which was released in 1991, out of the necessity to accommodate the increasing population in the Netherlands. The policy designated large outer city areas for massive new housing development. Neighbourhoods built based on the note are known as Vinex-wijken.
    Vinex—wijken feel like film sets, everything is carefully prepared for what is planned to happen. The set is designed to be varied yet uniform, private yet communal, spacious yet efficient. The houses are standing in line, waiting for people to move in. The front gardens are small squares of soil, waiting to turn into small squares of grass. The set is calmly anticipating to be performed on.
    This work talks about the period from the planning period of Vinex—wijken until the completion of construction. It draws a picture of a sense of expectation: hope, a bright future, solutions to problems, and how Vinex’ arranged scenery provides the optimal background for life — Referring to bureaucratic processes within individual realities.
